Static billboards dominate Romania's €49M OOH market — but the shift to measurable, mobile formats is already underway.

Romania's out-of-home advertising market reached €49M in 2025. Most of that spend still goes to static billboards booked months in advance, priced with opaque CPMs, and measured only by footfall estimates.

What's driving the shift

Three things are converging in Romania's OOH market right now:

Advertiser sophistication — Romanian media buyers have spent the last five years buying performance-driven digital. They understand CPM, CTR, and attribution. When they buy OOH, they're starting to ask the same questions. Static operators can't answer them.

Platform growth — E-commerce and delivery platforms have built a dense urban logistics layer across Bucharest, Cluj, Iași, and Timișoara. Those courier networks are underused as media channels. The infrastructure already exists.

Budget pressure — Inflation cycles have tightened marketing budgets across Romania. Brands need accountability. A panel that costs 800–2,000 EUR/month with no measurement is a harder sell than it was three years ago.

The measurement gap

Every serious digital channel — Meta, Google, programmatic display — reports impressions, CPMs, and audience data as table stakes. Romanian OOH doesn't. Footfall data is estimated, not measured. Panel rates are negotiated, not benchmarked. Attribution is anecdotal at best.

This isn't a Romanian-specific failure. It's a structural limitation of static OOH everywhere. But Romania's market is at an earlier stage than Western Europe, which means the disruption window is wider.
